What is meant by 'UAP', and why this briefing exists.

The term Unidentified Anomalous Phenomena (UAP) replaces the historically loaded UFO in current government and scientific usage. Since 2017, declassifications by the United States Department of Defense, the establishment of the All-domain Anomaly Resolution Office (AARO) in 2022, and parallel parliamentary disclosures in France, Brazil and Japan have moved the topic from folklore into the remit of aerospace safety, atmospheric physics and astronomy.

Germany has historically kept a low public profile. The Bundeswehr maintains no dedicated UAP office; the Bundestag has confirmed (Drs. 19/15047, 20/3215) that no systematic collection program exists. This document collects the strongest scientific work internationally and places one of the earliest well-documented radar cases, the Magdeburg MW 18014 intercept of 14 January 1944, into that record.

§ 01 / KinematicsCLASSIFICATION / OPEN

Knuth, Powell & Reali (2019): the Nimitz Tic-Tac, in numbers.

In November 2004, F/A-18F crews from USS Nimitz (CVN-68) engaged a smooth, ~14 m, wingless object off Baja California. The encounter was recorded on AN/APG-73 radar, FLIR ATFLIR pod, and AN/SPY-1 from USS Princeton. In 2019, physicists Kevin H. Knuth (SUNY Albany; formerly a research scientist at NASA Ames Research Center), Robert M. Powell and Peter A. Reali published a peer-reviewed kinematic reconstruction in Entropy.[1]

From the Princeton tracks, descents from ~28 000 m to ~15 m in under one second, they derive lower bounds on acceleration (≥ 5 370 g), jerk and specific power. Translating those into propulsion requirements yields figures four to five orders of magnitude beyond any disclosed airframe. Critically, no sonic boom, no thermal exhaust, and no control surfaces were observed.

The paper does not claim extraterrestrial origin. It claims that the observed performance, if instrument data are accurate, lies outside the publicly known engineering envelope. This framing, physics first, hypothesis last, is the methodological standard this briefing adopts throughout.

Table 3, Travel times to the nearest stars

A point easily missed in the public discussion of Knuth, Powell & Reali (2019) is Table 3 of the paper. Applied to the lower-bound acceleration derived from the Princeton tracks, the relative travel time required to reach our nearest stellar neighbours, including the time experienced by an observer left on Earth, is on the order of days, not years for destinations such as Proxima Centauri (≈ 4.2 ly), Barnard's Star (≈ 6 ly) and Sirius (≈ 8.6 ly). At the kinematics actually measured off the Nimitz, interstellar travel is no longer the multi-generation problem assumed by chemical-rocket extrapolations; it is a days-scale mission profile.[1]

§ 02 / AstronomyCLASSIFICATION / OPEN

Beatriz Villarroel & VASCO: stars that vanish.

Beatriz Villarroel (Nordic Institute for Theoretical Physics, Stockholm; formerly affiliated with the SETI Institute in California) leads the Vanishing & Appearing Sources during a Century of Observations project (VASCO). Comparing the 1950s USNO Palomar plates with modern Pan-STARRS imaging, the team has catalogued thousands of point sources that appear in the historical plate but are absent in any subsequent survey to magnitude ~25.[2]

Particularly striking: a sub-population of multiple transients appearing within a single ~50-minute Palomar exposure, clustered in time and space, and concentrated in plates taken before the launch of Sputnik (1957), i.e. before any human object could glint in low Earth orbit. Villarroel et al. (2021, 2022) discuss reflective debris hypotheses but find them statistically incomplete.

VASCO is not a UAP project in the popular sense. It is an astronomical anomaly survey whose statistics happen to bear on the question. That is precisely the kind of indirect, archival evidence German institutions (e.g. the AIP Potsdam plate archive) are well placed to contribute to.

Independent replication, Hamburg Observatory, March 2026

The VASCO result is no longer a single-team finding. In a preprint posted to arXiv on 20 March 2026 (arXiv:2603.20407), a researcher at the Space Telescope Science Institute (STScI, Baltimore) reported an independent search for fast astronomical transients in digitised photographic plates from Hamburg Observatory (Hamburger Sternwarte, Bergedorf) taken between 1954 and 1957, a different telescope, different emulsion, different hemisphere coverage from Palomar. The analysis identified 35 luminous events shorter than one second that cannot be accounted for by known astrophysical sources, cosmic-ray hits or plate defects, and whose statistics match the pre-Sputnik Palomar findings of Villarroel et al. (2020/2021). A separate, independent dataset reproducing the anomaly is the strongest constraint VASCO has had to date.[23]

Brussels, 20 March 2024, Assessment of UAP

Villarroel was a featured speaker at the European Parliament day on the Assessment of UAP (20 March 2024), convened by MEP Francisco Guerreiro (Greens/EFA, Portugal). It is, to date, the most substantive UAP hearing held inside an EU institution.

Toward the end of her presentation Villarroel hesitantly showed a slide of the European Crash Retrieval Initiative (ECRI), including Christian Séance and several other project members, that she had requested permission to display but had not, in fact, been formally cleared to show. That single slide was removed from at least one re-upload of the Parliament broadcast on YouTube for a period in 2025 (verified by the author); it has since reappeared in the main recording, while uncut copies remained available on mirror channels throughout.[22]

§ 03 / BiologyCLASSIFICATION / OPEN

Garry Nolan: materials, isotopes, and the brain.

Garry P. Nolan, Rachford and Carlota A. Harris Professor of Pathology at Stanford University School of Medicine, is an unusually credentialed entry-point into this field. He holds more than 50 issued US patents in single-cell biology, immunology and cancer diagnostics, most consequentially as a co-developer of the CyTOF mass-cytometry platform, and has been the subject of repeated public reporting that his foundational work on intracellular signalling and single-cell proteomics is regarded as Nobel-calibre, with his name circulated in pre-Nobel discussions in physiology or medicine. He came to UAP-adjacent research only after being asked by elements of the U.S. Intelligence Community to evaluate tissue samples and recovered material from individuals reporting close-proximity events; the relevance of the patent record and the Nobel-tier reputation here is that the methodology brought to bear on that material is the same that built a 50-patent biotechnology career, not amateur ufology.[3]

Two strands of his published and presented work are scientifically load-bearing. First, mass-spectrometric analysis (ICP-MS, SIMS) of recovered material samples, including the so-called Council Bluffs (Iowa, 1977) slag and the Ubatuba (Brazil, 1957) magnesium fragments , showing isotopic ratios for magnesium (²⁴Mg / ²⁵Mg / ²⁶Mg) that deviate from the terrestrial standard in some specimens. The findings are contested; Nolan himself stresses replication.

Second, MRI work on a small cohort reporting acute neurological symptoms after alleged proximity events, identifying an unusually high incidence of basal-ganglia and putamen connectivity changes. The cohort is small and self-selected; the work is hypothesis-generating, not conclusive, a point Nolan has made repeatedly in lectures at Stanford and the Sol Foundation.

MW 18014. A radiosonde balloon, to 36 km. Or, in the original log, to 176 km.

On 14 January 1944, at 03:00 GMT, the Reichswetterdienst released a meteorological radiosonde from Magdeburg (52.13° N, 11.62° E). The instrument transmitted on 13.5 MHz; the ground station logged temperature, pressure and tracked azimuth. In the post-war international tables the peak altitude is given as ~35–40 km, a record that was not formally broken until 1961.

The original Reichswetterdienst protocol, however, records a peak altitude of 176 km, comfortably above the 100 km Kármán line that conventionally defines the boundary of space. If correct, MW 18014 is the first man-made object credibly reported to have reached space, more than a year before the V-2 sounding flights of June 1944 and well before Sputnik (1957). The 176 km figure is what the encyclopaedic record (Wikipedia, with primary citations to the Reichswetterdienst documentation) actually preserves; the 35–40 km figure that propagated into the post-war meteorological literature appears to be a downward revision whose chain of custody is not transparent. MW 18014 is not, in its accepted reading, a UAP case. We include it because it illustrates a recurring pattern in the German archival record: anomalous instrumented returns are silently revised toward the operationally expected value, and the original log survives only as a footnote. The same dynamic, first detection inconvenient, second detection authoritative, recurs in the Bundeswehr and DFS material reviewed in §05. The German archives (DWD Offenbach, Bundesarchiv-Militärarchiv Freiburg) likely hold more.

Five recurrent cases: trace evidence, mass witness events, anomalous morphology.

The contemporary scientific literature on UAP is increasingly accompanied by a parallel literature on adjacent anomalies, physical traces, mass-witness encounters, and disputed biological remains , that any serious briefing must acknowledge, if only to delineate the boundary between what is evidentially robust and what remains contested. The five cases below recur in every credible international review (Sol Foundation, NPI, ICER) and are treated here on the same dry, citation-first basis as the rest of this document.

The Tridactyls (Nazca / Maria specimens)

Mummified, three-fingered humanoid bodies presented to the Mexican Congress in September 2023 by journalist Jaime Maussan. Independent C-14 dating (Instituto Nacional de Antropología e Historia, Peru; UNAM Laboratorio de Espectrometría) places the specimens between 600 and 1,800 years before present. Subsequent CT and DNA analyses (Abraxas Biosystems; Universidad Autónoma de San Luis Potosí, 2024) report tissue and skeletal articulation atypical of post-mortem assembly, while Peruvian authorities maintain that at least some specimens are pre-Hispanic mortuary fabrications. The case is genuinely unresolved at the level of primary data, and is included here as a methodological reference, not an endorsement.

A 15-centimetre skeletonised body recovered near the abandoned mining town of La Noria in 2003. Initially proposed as a candidate non-human specimen, it was subjected to whole-genome sequencing at Stanford University by Garry Nolan and Atul Butte (Bhattacharya et al., Genome Research, 2018). Result: human, female, Chilean ancestry, with a constellation of de novo mutations in genes governing skeletal development (COL1A1, COL2A1, KMT2D, FLNB). The case is closed scientifically, and is cited here as an example of how a properly resourced genomic pipeline can resolve an anomalous-morphology claim definitively, the methodological standard the Tridactyl specimens have not yet met.

At approximately 11:00 local time on 6 April 1966, students and teachers at Westall High School and Westall State School observed one or more silver, disc-shaped objects descend over the adjacent Grange Reserve, hover, and depart at high speed. Estimated witnesses: 200+. Ground traces (a circular flattened area) were photographed and removed by uniformed personnel within hours. RAAF and Department of Air files were declassified in stages between 2003 and 2014; no conventional aircraft, weather balloon, or military exercise has been matched to the event. Westall remains the largest unresolved mass-witness UAP case in the Southern Hemisphere.

During morning recess at the Ariel School outside Harare, 62 children independently reported observing a silver craft and one or more humanoid figures at the edge of the schoolyard. Interviews were conducted within 48 hours by Cynthia Hind (MUFON Africa) and shortly thereafter by Dr John E. Mack (Harvard Medical School), recorded on video and preserved by the Dr John E. Mack Institute. The witness consistency, in particular regarding non-verbal communication of an environmental message, has been independently re-examined by Randall Nickerson's documentary Ariel Phenomenon (2022) with surviving witnesses now in their late thirties. No conventional explanation has been substantiated.

Officially confirmed military operation; entity claim contested

Multiple civilian witnesses in the city of Varginha reported the recovery of one or more biological entities of unknown morphology by a joint Polícia Militar / Exército Brasileiro / Corpo de Bombeiros operation between 20 and 22 January 1996. A military fatality (Sgt. Marco Eli Chereze) occurred in the immediate aftermath. The Comando da Aeronáutica subsequently confirmed (parliamentary inquiry, 2010; FAB statement, 2020) that a coordinated operation took place on those dates, while declining to characterise its target. Varginha is unique among modern cases in being substantially documented in declassified Brazilian military files at the Arquivo Nacional.

The pattern across these five files is methodological, not metaphysical. Where the chain of custody is intact and the analytic pipeline modern (Atacama), the case resolves. Where the chain of custody is broken or contested (Tridactyls, Varginha entities), the case remains in dispute. Where the witnesses are numerous and contemporaneous and the physical environment is intact (Westall, Ruwa), the case persists as an unresolved anomaly that no conventional hypothesis has yet displaced.

§ 05 / Parlamentarische AnfrageCLASSIFICATION / OPEN

Berlin, 2007–2010: when Die Linke asked the question.

Between 2007 and 2010, members of the parliamentary group DIE LINKE in the German Bundestag became the first and, to date, only faction to formally ask the Federal Government, on the public record, what it knew about UFOs and whether any German authority maintained a programme analogous to those then being discussed abroad.

The exchange unfolded across three Kleine Anfragen (Minor Interpellations) and one written question, principally driven by MdB Raju Sharma with support from the parliamentary group's leadership. The substantive trigger was the 2007 wave of European disclosure activity, the French CNES/GEIPAN public archive going online in March 2007, and the British Ministry of Defence beginning its rolling release of UFO files later the same year.

    Initial written questions probing whether the Bundeswehr, BND or BMVg held any UFO/UAP file collection comparable to GEIPAN or the UK MoD's UFO desk.

  2. Kleine Anfrage 'Erforschung von UFO-Phänomenen in Deutschland'. The Federal Government replied that no agency holds a dedicated programme; sightings reported to the Bundeswehr are treated as routine air-policing matters and not retained as a distinct dataset.

  3. Follow-up Kleine Anfrage on the Wissenschaftlicher Dienst report on UN Resolution A/RES/33/426, quietly produced for an MdB enquiry. The government confirmed the document's existence but declined to characterise it as policy.

  4. Most recent successor inquiry on UAP sightings in German airspace. The reply explicitly cites the 2009/2010 answers as standing precedent, the policy posture established under the 17th Bundestag has not been revised.

The substantive answer from the Federal Government, repeated across all three exchanges, was consistent: Germany operates no UFO programme, holds no dedicated archive, and has no plans to establish one. The Bundeswehr does not retain pilot reports of unidentified objects beyond their immediate operational significance; ATC anomalies handled by the Deutsche Flugsicherung are logged under generic incident codes.

The political significance of the 2007–2010 exchange is therefore not what it revealed, but what it established: a documented parliamentary record that the absence of a German UAP programme is a deliberate policy posture, not an oversight. Every subsequent enquiry, including BT-Drs. 19/15047 (2019) and 20/3215 (2022) , has received a near-identical answer, citing the 2009/2010 replies as precedent.

For an English-reading audience: this is the German negative space on the disclosure map. France investigates publicly, the US investigates statutorily, Brazil declassifies retroactively, Japan has issued protocol, and Germany, on the parliamentary record since 2007, has explicitly declined to do any of the above.

The Danish Defence Intelligence Service (Forsvarets Efterretningstjeneste) released its UFO archive to the public in 2009. There is no standing state UAP office. The September 2025 airspace incursions over Copenhagen, Aalborg and other airports were framed by the government as hostile drones, but the official report has been postponed past the next general election and no physical evidence has been published (see [21]–[24]).

The Federal Republic has, to date, no analogue of GEIPAN, AARO, COMAER or OIFAA. Civilian collection is fragmented across Mutual UFO Network–Deutschland (MUFON-CES) and the GEP e.V. (Gesellschaft zur Erforschung des UFO-Phänomens). A pragmatic next step, matching France's 1977 model, would be a small CNES-style office at DLR Oberpfaffenhofen, mandated to receive Bundeswehr and Deutsche Flugsicherung anomaly reports under a published protocol.

The U.S. Congress hearings (2023–2025): witnesses under oath, and 'Immaculate Constellation'.

The modern congressional cycle opened with a low-key hearing on 17 May 2022 in the House Intelligence Counterterrorism Subcommittee, at which Ronald Moultrie (USD-I&S) and Vice Admiral Scott Bray (ONI) testified. It was historic (the first public UAP hearing in Congress in over 50 years) but dismissive in tone and produced few substantive new disclosures. The U.S. House Committee on Oversight and Accountability subsequently convened three public hearings at which witnesses testified under oath (26 July 2023, 13 November 2024 and 9 September 2025), with the legal exposure to perjury that this entails (18 U.S.C. § 1621). For a German audience used to the Bundestag's written-only Kleine Anfragen (§05), this is the procedural significance: these are not press interviews or podcast claims, they are sworn statements on the U.S. Congressional Record.

An alleged unacknowledged Special Access Program for UAP, withheld from Congressional oversight.

In his written and oral congressional testimony of 13 November 2024, journalist Michael Shellenberger disclosed a multi-page unclassified summary, sourced from inside the U.S. Intelligence Community, describing a program codenamed IMMACULATE CONSTELLATION: an alleged centralised, all-source repository for UAP imagery, sensor returns and incident reporting, operated as an unacknowledged Special Access Program (USAP) and reportedly not notified to the relevant Congressional oversight committees [16].

In May 2025, the original source went public. Matthew Brown, a former Department of Defense metadata analyst, confirmed in a three-hour, on-camera interview with Jeremy Corbell and George Knapp on Weaponized (Episode 76, 9–13 May 2025) that he is the author of the document Shellenberger placed into the Congressional Record. Brown describes encountering the IMMACULATE CONSTELLATION briefing on the Pentagon's classified network on a server it had no business being on, reporting it through the chain of command, being instructed to delete the material, and choosing instead to deliver an unclassified summary to a sitting member of Congress. He has stated, on the record, that the underlying repository contains imagery consistent with structured craft of non-human origin, including satellite imagery of a "football-field-sized" object. Brown's on-the-record identification converts what was previously a single-source secondary disclosure into a named, first-person whistleblower claim now tied to the same congressional record [16, 21].

Read alongside Grusch's 2023 ICIG-validated whistleblower complaint and Elizondo's 2024 testimony on legacy DoD programs, the disclosure forms a coherent procedural claim: that a real chain of custody for UAP material and intelligence exists inside the U.S. government, but is structurally insulated from the constitutional oversight mechanism. Whether the underlying substantive claims are true is, of course, separate, but the procedural claim is now part of the U.S. Congressional Record [14, 15].

The German read-out is narrow. None of these witnesses has testified before the Bundestag, and none of the underlying documents are accessible to the Wissenschaftliche Dienste under German FOI (IFG). But the existence of sworn U.S. Congressional testimony at this level, independent of media interpretation, is the single strongest argument in 2026 for the structured German reporting office proposed in §05: not because Grusch, Elizondo, Shellenberger or Borland are necessarily correct, but because their testimony has crossed a procedural threshold (perjury exposure, ICIG validation) that mere press coverage never can.

The 2023–2026 cluster: dead and missing scientists in US and Chinese frontier programs.

A separate, but procedurally adjacent, anomaly has surfaced in the open record between July 2023 and April 2026: an unusual cluster of deaths and disappearances among scientists with active clearances in space, nuclear, hypersonic, military-AI and adjacent frontier programs, on both sides of the US-China competition. The phenomenon is not, in itself, evidence of UAP-related causation. It is included in this briefing because it intersects directly with the same institutions named in §06A (NASA / JPL, Wright-Patterson AFB, Los Alamos, the U.S. nuclear weapons complex), and because the White House has, as of April 2026, publicly acknowledged the cluster and signalled a federal investigation [18, 20].

Two of the ten US cases share a Wright-Patterson AFB connection.

Per The Hill (cited in TV4 [18]): the JPL aerospace engineer who disappeared mid-hike in June 2025 and the retired USAF general who disappeared in February 2026 both have documented professional ties to Wright-Patterson Air Force Base in Ohio, the installation around which decades of public speculation has centred regarding the alleged storage of recovered material from the 1947 Roswell incident, and which recurs in the witness testimony reviewed in §06A. The retired general's reported involvement in "UFO programs" was explicitly cited as the basis for public speculation about his disappearance.

No causal connection has been established. We note only that two of ten US cases independently surface the same installation named, separately, by Grusch (T-01) and Elizondo (T-03) under sworn congressional testimony.

The Chinese parallel, documented by Newsweek [19], makes the asymmetry-attack hypothesis difficult to sustain in either direction. A senior Western military analyst, quoted on condition of anonymity ("I don't think it's good for your health to be associated with this kind of thing"), summarised the pattern: the clusters are concentrated in hypersonics, military AI, swarming and space defence, disproportionately, the fields most likely to deliver decisive military advantage in the next decade. The same analyst conceded that some cases will turn out to be "complete accidents," but described the cumulative pattern as "starting to look more and more unusual."

For a German audience the takeaway is, again, procedural. Whatever the explanation, coincidence, foreign-state operations, internal suppression, or something stranger, the cluster demonstrates that the institutions named in §06A (NASA, DOE, USAF) are not in stable equilibrium. The Federal Republic, which maintains close scientific and industrial ties to NASA (DLR Köln-Porz, ESA), to the US national-laboratory system, and to Wright-Patterson via the USAFE structure referenced in §07A, has a direct interest in the resolution of this investigation.

§ 07 / Civilian PathwayCLASSIFICATION / OPEN

The Swedish model: when the state stays silent, citizens build the institution.

Sweden, like Germany, has no government UAP office. Unlike Germany, it has produced over the past decade the most coherent civilian disclosure ecosystem in Europe, academically credible, media-fluent, and tightly networked with the international movement. For a German audience asking "what would a non-state path look like?", Sweden is the working prototype.

The contrast with the civilian effort is sharpened by a single procedural fact: the topic of UAP has, to date, never once been raised publicly in the Riksdagen, no interpellation, no written question, no committee hearing, no plenary statement on the record. Despite the September 2025 Kastrup–Gardermoen–Arlanda airport closures, the Luleå archipelago sightings, the Danish droneredegørelse still pending, and the U.S. congressional disclosure track now four years old, the Swedish parliament has not formally acknowledged the subject. The entire national conversation lives in civilian institutions and in a handful of broadcast outlets, by default, not by design.

The name of this briefing is not coincidental.

In early 2026, Christian Séance founded the Facebook group Deutschland UAP as the German-language node of the Citizens for Disclosure network. The group is the first attempt to import the Swedish civilian model, investigative rigour, peer-reviewed science, mainstream media literacy, transatlantic legal coordination, into the German-speaking public sphere. This document operates downstream of, and in dialogue with, that initiative.

The Swedish lesson, transposable to Germany: in the absence of a state programme, a credible civilian institution requires four components, a working scientist (Villarroel / a German equivalent at MPI or DLR), an investigator with documentary discipline, a communicator who can hold mainstream attention without overclaim, and a legal-political conduit to parliament and to international peers. Each of the four is identifiable in the Swedish case. The German equivalents are not yet.

The mysterious drone wave of the 2020s, and what Germany cannot ignore.

Any honest 2026 briefing on UAP must address the global wave of unidentified drone incursions that escalated sharply between 2023 and 2025. The pattern is consistent across continents: silent objects, 1–6 metres (occasionally up to ~10 m), hovering for hours without visible propulsion or detectable signal, evading radar and jamming, vanishing on approach, and clustering near military installations and civilian airports. The phenomenon is documented, but unattributed.

The Danish drone report, promised, postponed, and still pending after the election cycle.

On 25 September 2025, Prime Minister Mette Frederiksen addressed the nation from the Statsministeriet and described the airspace incursions over Kastrup, Aalborg and several other Danish locations as an attack involving drones. The Forsvarsministeriet, under Defence Minister Troels Lund Poulsen, promised the Folketinget's defence-policy circle a written evaluation, the droneredegørelse, establishing whether hostile drones in fact violated Danish airspace, who operated them, and how the response was coordinated across Rigspolitiet, PET, FE and Forsvaret.

The report was due to land with the defence circle in late February 2026. On the same day a snap general election was called, the Forsvarsministeriet notified the parties that the evaluation was not yet finished and would be postponed until after the vote. Eight opposition parties , every party outside the SVM government except De Radikale , sent a joint letter demanding the redegørelse be released before election day. The minister refused, calling the premise of the demand "false." The Social Liberal MP Kristian Hegaard described the timing as something that "smells from a long way off."

The election has now passed. As of late April 2026 the redegørelse has still not been made public, and Berlingske reports that the wider European drone panic that began in Danish airspace is collapsing into a recurring pattern: "land efter land må opgive at finde beviser" , country after country has had to give up on finding evidence. Six months after the PM's speech, no physical fragment, no radar trace, and no captured signal has been published. The official position remains that Denmark was attacked; the evidentiary record remains classified or absent.

For a German audience the relevant facts are narrow but uncomfortable. Ramstein Air Base, sovereign German territory hosting the headquarters of US Air Forces in Europe, has been among the locations affected by the late-2024 internationalisation of the wave. The Bundesregierung has so far declined to publicly characterise the incidents, mirroring the institutional pattern documented in §05.

The conventional hypotheses, Russian hybrid warfare, classified NATO prototype tests, mass misidentification, each fail at least one falsification check. Hybrid warfare cannot account for the symmetrical Russian airport closures (D-06) without retaliation from either side. Prototype testing over populated civilian airports violates every known operational protocol of the actors involved. Misidentification cannot explain hours-long endurance without recharge, radar-evading clusters, or sudden disappearance under direct observation. What remains, neither proven nor refuted, is the possibility that a non-trivial subset of these incursions belongs to the same anomalous category as the cases documented in §01–§04.

The most rigorous open-source mapping of the 2020s wave to date is The Mystical Unidentified Drones of the 2020s by Christian Séance (national coordinator, Citizens for Disclosure Sweden / New Paradigm Institute), published January 2026. It catalogues the institutional contradictions, the symmetric east/west pattern, and the political "Freudian slips", including statements by Trump, Burlison, Burchett and Hawley, that point to either withheld knowledge or genuine confusion at the highest level of the US chain of command. The drones as a perceptual artefact: self-rendering, strange loops, and a "Project Blue Beam in miniature".

In an April 2026 addendum [14], Christian Séance proposes a sixth, explicitly non-materialist hypothesis that complements (rather than replaces) the five reviewed above. It builds on three convergent strands:

  • Hofstadter (1979) , consciousness as a strange loop: a self-referential, recursive structure in which a system observes and creates itself. The "I" is the loop, not a substance behind it.[GEB · Pulitzer 1980]
  • Self-Simulation Hypothesis (Irwin et al. 2020), reframed as self-rendering: not a simulation run on an external substrate (which would only push the question one level down, "turtles all the way down"), but a direct, substrate-free rendering process, analogous to a VR display where the image is the reality for the one experiencing it (cf. Hoffman 2025).[SSH · 2020]
  • Strømme (2025), Uppsala University, in AIP Advances: "Universal consciousness as foundational field", time, space and matter are secondary representations within a primary field of consciousness; individual minds are local rendering points.[AIP Adv. · 2025 · [15]]

On this view, the most certain statement is not Descartes' cogito ergo sum (which already smuggles in a subject and an object) but the more minimal axiom: something is experienced. The experience itself is the rendering process, and the apparent split between observer and observed is generated within the loop.

Applied to the drone wave, the hypothesis is concrete: a non-trivial subset of the incursions may not be physical objects at all in the conventional sense, but perceptual events , signals injected, by internal cognitive mechanism or by external technology, directly into the rendering process of consciousness. This would account for the otherwise difficult cluster of properties: silent multi-hour hovers, evasion of radar and IR, sudden disappearance on approach, and the inability of the NRO, NGA and NORAD to track origin or destination.

For a German scientific audience this is, of course, the most difficult hypothesis to test, but it is also the only one that converges with the broader philosophical and physical literature on the hard problem of consciousness (Chalmers 1995). It is included here not as endorsement, but because the §05 / §07A briefing must record what the international civilian disclosure movement is actually arguing in 2026, and the non-materialist reading is, demonstrably, part of that record.

The German question is therefore not whether the drone wave exists, it is documented in DFS NOTAMs, Bundeswehr operational logs, and Polizei incident reports, but whether the Federal Republic intends to maintain the same reactive, attribution-free posture into 2026, while peer democracies (US, JP, FR, MX, PE) move toward structured reporting offices.
